{"id":3862,"date":"2021-01-08T19:25:14","date_gmt":"2021-01-08T19:25:14","guid":{"rendered":"https:\/\/mediaofthings.co.uk\/?p=3862"},"modified":"2021-01-09T11:15:38","modified_gmt":"2021-01-09T11:15:38","slug":"thousands-set-to-die-on-the-streets","status":"publish","type":"post","link":"https:\/\/mediaofthings.co.uk\/index.php\/2021\/01\/08\/thousands-set-to-die-on-the-streets\/","title":{"rendered":"Thousands set to die on the streets"},"content":{"rendered":"<h4 style=\"text-align: justify;\">Tom Zagoria, a member of the Labour Homelessness Campaign, looks at the developing humanitarian crisis among the homeless.<\/h4>\n<p style=\"text-align: justify;\"><strong>AS THE UK goes back into lockdown in the cold winter months, campaigners are warning that the Government\u2019s refusal to fund a renewed \u201cEveryone In\u201d programme will lead to further spread of Covid-19, and an even worse homelessness crisis.<\/strong><\/p>\n<p style=\"text-align: justify;\">Even before Covid-19, homeless deaths were the <a href=\"https:\/\/www.insidehousing.co.uk\/news\/news\/homeless-deaths-in-england-and-wales-hit-record-high-69012#:~:text=Almost%20800%20people%20died%20while,since%20records%20began%20in%202013.&amp;text=A%20total%20of%20778%20deaths,that%20this%20number%20has%20risen.\">highest <\/a>on record, and the \u201cDying Homeless Coalition\u201d, a group of more than 50 homelessness organisations, has <a href=\"https:\/\/www.bigissue.com\/latest\/this-broken-promise-will-cost-lives-campaigners-urge-everyone-in-return\/#:~:text=The%20Dying%20Homeless%20Coalition%20formed,a%20secure%20home%20in%202019.\">said <\/a>that without an urgent change of tack by the Government, there could be many more preventable deaths on the streets.<\/p>\n<p style=\"text-align: justify;\">The first \u201cEveryone In\u201d announcement in March 2020 led to 29,000 people experiencing homelessness being <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/homeless-rough-sleepers-lockdown-coronavirus-b1779557.html\">accommodated <\/a>in hotel rooms and other temporary housing. A UCL <a href=\"https:\/\/www.ucl.ac.uk\/news\/2020\/sep\/covid-19-emergency-homeless-accommodation-saved-hundreds-lives\">study <\/a>showed that these measures prevented hundreds of deaths from Covid-19 \u2013 and as many of those housed were long-term rough sleepers, the measures could have been the first step in genuinely bringing Britain\u2019s homelessness crisis to an end.<\/p>\n<p style=\"text-align: justify;\">Crucially, the original \u201cEveryone In\u201d scheme provided for support to be given unconditionally, without the barriers that usually deny accommodation to migrants who are bound by \u201cNo Recourse to Public Funds\u201d (NRPF), rough sleepers who can\u2019t prove a local connection or don\u2019t have valid ID, rough sleepers who have \u201crefused support\u201d or made themselves \u201cintentionally homeless\u201d (many of whom have histories of trauma and significant mental health conditions), and many single homeless people who are judged not to be in priority need.<\/p>\n<p style=\"text-align: justify;\">Amid all the rhetoric that this represented a new turn in homelessness provision, the idea that the Government was genuinely committed to addressing the homelessness crisis was too much to hope for. While the Government\u2019s line is that \u00a3700 million has been committed in homelessness funding to address Covid-19, analysis from the Museum of Homelessness shows that only \u00a324 million of this is genuinely new funding. The rest is just repackaged, renamed and re-announced commitments from before the pandemic.<\/p>\n<p style=\"text-align: justify;\">Before Covid-19, local authorities were already <a href=\"https:\/\/www.local.gov.uk\/lga-responds-local-government-ombudsman-report-homelessness\">\u201coverspending\u201d <\/a>their government-provided homelessness budget by \u00a3140 million every year, even as numbers on the streets continued to grow. Now they face a \u00a310 billion <a href=\"https:\/\/insidecroydon.com\/2020\/05\/14\/government-broken-promises-over-coronavirus-black-hole\/\">gap<\/a> in funding from the pandemic and lockdown, with no government funding for NRPF migrants and the Government apparently unwilling to renew its \u201cEveryone In\u201d commitments \u2013 despite the faster-spreading new variant of Covid-19 and the icy conditions.<\/p>\n<p style=\"text-align: justify;\">Even without adequate funding, Local Authorities should be using all means at their disposal to prevent deaths on the streets. Local authorities such as Liverpool, Islington and Haringey have <a href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/liverpool-house-homeless-government-accused-19574640\">stepped up<\/a> and said they will continue to bring \u201ceveryone in\u201d even if the Government will not. In other local authorities, such as Westminster Council, homelessness volunteers report they are resorting to distributing cardboard to rough sleepers forced to stay outside as no accommodation is available. It is as yet unclear whether Tower Hamlets will re-run \u201cEveryone In\u201d.<\/p>\n<p style=\"text-align: justify;\">Many of those originally accommodated last March have now returned to the streets, as the homeless hotels closed. With the eviction ban <a href=\"https:\/\/www.insidehousing.co.uk\/news\/news\/khan-calls-for-eviction-ban-as-rogue-landlord-reports-soar-69105\">ending <\/a>on Monday, despite half a million across the country being in <a href=\"https:\/\/www.citizensadvice.org.uk\/about-us\/how-citizens-advice-works\/media\/press-releases\/half-a-million-renters-in-arrears-as-evictions-set-to-resume\/\">rent arrears<\/a>, the numbers of those experiencing homelessness could rocket.
